Following an order rendered by the Texas Water Commission (the "Commission") granting a rate increase to Combined Water Systems, Inc. (the "Utility"), the customers of the Utility (the "Ratepayers") petitioned for judicial review of the Commission's order in district court. Reversing the Commission's order, the district court determined that the Commission did not have jurisdiction because the Utility failed to comply with certain statutory notice requirements...
