Claimant, Reinhold Kleiboeker, filed an application for adjustment of claim under the Workers' Compensation Act (Act) (Ill. Rev.Stat.1979, ch. 48, par. 138.1 et seq.). The matter was heard on January 21, 1985, by an arbitrator who determined that, as a result of injuries arising out of and in the course of claimant's employment with respondent (Richter Construction Company), he was temporarily totally disabled...
