Phyllis Young brought suit against the Central Intelligence Agency (CIA), her former employer, seeking documents under the Freedom of Information Act (FOIA), 5 U.S.C. § 552, and the Privacy Act, 5 U.S.C. § 552a. After the CIA moved for summary judgment, Young moved for summary judgment and sought additional documents by serving the CIA with a subpoena duces tecum. The CIA moved to quash the subpoena.
