In January 1990, James R. Collier sued his former employer, Southern Builders Inc. and its workers compensation insurer, CNA Insurance Co., for supplemental earnings benefits ("SEB"), medical expenses, penalties and attorney fees arising from an injury he suffered at work in December 1987.
