Floyd and Betty Litchfield brought this tort action against Bonner County and its sheriff, Don Nelson, seeking to recover for injuries the Litchfields suffered when a drunk driver, Larry Dawson, collided with their vehicle. Dawson had been serving a sentence in the Bonner County Jail for driving under the influence but was released by court order to attend inpatient alcohol treatment in Clearwater County.
