Defendants-appellants Missouri Secretary of State and Commissioner of Securities appeal from the circuit court's judgment reversing a decision of the Administrative Hearing Commission (AHC) and ordering that plaintiff-respondent Robert M. Fehrman be registered as a securities agent under Chapter 409 RSMo. We affirm the circuit court's judgment reversing the decision of the AHC.
