Freddie Butler appeals the district court's1 grant of appellees' motion for summary judgment and its denial of leave to amend his complaint. Butler was terminated from his job as a police officer. His termination was upheld by an administrative panel and by a state circuit court judgment, despite Butler's claims of race discrimination.
