Thirty-two year old Robert Ragland Smith had the misfortune of participating in the sale of a mixture of aspirin and flour, which was represented as cocaine, to an undercover police officer. He was convicted by a jury of Dealing in a Substance Represented to be a Controlled Substance, a Class D felony.1 Smith was also found to be an habitual offender.
