White, could not obtain personal relief under the Hill-Burton Act (HBA), 42 U.S.C. § 291 et seq., and regulations adopted by the Secretary of Health and Human Services,1 from medical costs incurred by her late husband while a patient at defendant Moses Taylor Hospital....
