Plaintiff, Nathaniel Joseph, Jr. (hereinafter "Joseph"), and defendant, City of New Orleans (hereinafter "the City"), appeal from a judgment of the district court which ultimately found the City liable for damages to Joseph. In the district court, the jury returned a verdict against defendants, Steve Manning and The Willows Apartments. This has not been appealed.
