Petitioner brings an original proceeding in this court pursuant to ORS 250.131,1 seeking review of the Estimate of Financial Impact for 1992 Ballot Measure 4, to be included in the Voters' Pamphlet and on the ballot for the next general election. If passed, Ballot Measure 4 would prohibit the operation of so-called "triples" in Oregon. The Oregon Department of Transportation defines a "triple" as a truck pulling two trailers...
