ERVIN, Chief Judge:

Douglas Williams, Jr. appeals the district court's denial of his petition for federal habeas corpus relief pursuant to 28 U.S.C. § 2254. The core of Williams' arguments is that he did not have the mental capacity — because of organic brain damage and severe intoxication at the time of the offense — to have the requisite specific intent to be convicted of first-degree murder and sentenced to death.
