On September 27, 1989, the Lincoln County Circuit Court ordered the Mississippi Highway Safety Patrol to surrender unto Lincoln County $640.00 seized in a drug arrest. A declaration of forfeiture had been entered against the money and the money distributed pursuant to Miss. Code Ann. § 41-29-181 (Supp. 1990).
