MEMORANDUM OPINION AND ORDER

In the instant lawsuit, the Freedom Republicans1 make two principal claims against the Federal Election Commission (FEC). First, the Freedom Republicans claim that the Defendant Federal Election Commission (FEC) has failed to adopt rules and regulations implementing Title VI of the Civil Rights Act of 1964, 42 U.S.C. § 2000d et seq.,2
