This case involves an issue of first impression interpreting Iowa Code section 321J.21 (1991). The issue under consideration is whether the failure to pay the $100 civil penalty imposed by section 321J.17 continues a period of motor vehicle license revocation past the 180 day period imposed by section 321J.12.
