The plaintiff, Dr. Robert Ogg, filed a suit for declaratory judgment seeking to have the court declare the Louisiana Administrative Procedure Act, LSA-R.S. 49:950 et seq., and the formal hearing procedures of the Louisiana Chiropractic Act, namely LSA-R.S. 37:2804 and LSA-R.S. 37:2816, unconstitutional, and in violation of the due process clause of the United States and Louisiana Constitutions.
