The facts which we are able to glean from the record are that the State of Louisiana through Louisiana State University Medical Center at New Orleans (LSUMC) issued an invitation for bids for data processing equipment. International Business Machines Corporation (IBM) and Pacificorp Capital, Inc. (PCC) were among those corporations which submitted bids. PCC was notified of the State's intent to award the bid to IBM and pursuant to La.R.S. 39:1671 protested...
