This is a consolidated appeal in a dispute between the City of Minneapolis and the Minneapolis Police Officers Federation over legal representation for a police officer who is both a defendant in a 42 U.S.C. § 1983 action and the subject of a police disciplinary action. We reverse the trial court's declaration that the city attorney's conflict of interest requires separate representation...
