Alvin Coates and Stephanie Benefield filed an action in the Eastern District of Virginia alleging that two Fairfax County police officers, Timothy Daugherty and Chester Toney, Jr., violated their constitutional rights under 42 U.S.C. § 1983 by wrongly arresting them for shoplifting.
