PER CURIAM.

Metropolitan Dade County, an intervenor below in the administrative action between Coscan Florida, Inc. (formerly Costain Florida, Inc.) and the Florida Department of Environmental Regulation (DER), appeals from a final order granting a dredge and fill permit to Coscan to expand an existing marina at its residential development from 99 slips to 346 slips. We reverse.
