Leroy Hall was convicted by a jury of the delivery of less than twenty-eight grams of cocaine and assessed ninety-nine years in prison and a $5000 fine. See Tex.Health & Safety Code Ann. § 481.112 (Vernon Pamphlet 1992); Tex.Penal Code Ann. § 12.32 (Vernon Supp.1992).
