PoPeople, Inc., appeals from a decision of the Circuit Court of Cole County affirming the decision of the Labor and Industrial Relations Commission regarding the Missouri employment security laws. The Commission decided that PoPeople is not the successor to American Folks, Inc., under § 288.110, RSMo 1986, and, therefore, not entitled to favorable contribution rates for unemployment compensation tax.
