On September 11, 1991, plaintiff Lehighton Area School District ("Lehighton") filed this complaint under the Racketeer Influenced and Corrupt Organizations Act ("RICO"), 18 U.S.C. § 1961, et seq. In addition to RICO claims, Lehighton has asserted claims for breach of contract, negligence, and fraud and conversion alleging jurisdiction under the doctrine of pendent jurisdiction.
