In this proceeding, we consider whether a statutorily created county beach park board is subject to the purchasing and auditing requirements applicable to counties. Galveston County Auditor Phil Lohec ("Lohec") filed a declaratory action concerning the purchasing practices of the Galveston County Beach Park Board of Trustees ("the Board").
