August Smith sued the City of Joliet, Illinois ("Joliet" or "the City") pursuant to 42 U.S.C. § 1983 alleging that it caused two of its police officers to violate his rights under the fourth and fourteenth amendments to the United States Constitution. The district court granted the City's motion for summary judgment. We affirm.
