Appellant, Irene Williamson, challenges a final administrative order entered by appellee, the Department of Health and Rehabilitative Services (HRS), denying her request to restore lost food stamp benefits. Appellant contends that HRS erroneously disqualified her from receiving food stamps for six months based upon her nolo contendere plea to a charge of welfare fraud.
