The question presented is whether the claimant has a recognized property right in the development of its land for residential purposes and, if so, whether that right was taken or damaged by the State. The trial court awarded the claimant damages for past and anticipated delay in developing its land as a result of highway construction on the State's adjacent right of way. The court of appeal affirmed. 576 So.2d 1174
