In this original proceeding, relator, General Motors (GM) complains that the Honorable Joe B. Evins has abused his discretion in either failing to recuse himself from further proceedings in the underlying suit or to refer GM's motion to recuse to the presiding judge of the administrative district in accordance with Tex.R.Civ.P. 18a.
