I. INTRODUCTION

Linda Harp appeals a ruling by the Alaska Workers' Compensation Board that ARCO Alaska, Inc. and ALPAC/CIGNA/INA (collectively "the employer") need not pay Harp a penalty pursuant to AS 23.30.155 for controverting her claim to temporary total disability ("TTD") benefits.
