In this original proceeding in mandamus, the petitioner, James Glover, seeks to compel the respondent, Andrew Richardson, Commissioner of the West Virginia Workers' Compensation Fund, to pay petitioner, as executor of decedent Charles S. Glover's estate, $144,098.75. Petitioner also seeks attorney's fees and costs. Petitioner contends that the amount claimed is owed petitioner by virtue of respondent's underpayment...
