Plaintiff sues New York State Department of Social Services ("NYSDSS") pursuant to 42 U.S.C. § 1983, 42 U.S.C. § 1985, and 42 U.S.C. § 1988, claiming that defendant violated his rights under the First, Fourth, and Fourteenth Amendments to the Constitution.
