Edward Ennis appeals from a district court order affirming the Williams County Board of Commissioners' denial of his request to discharge fines and costs. We affirm.

In August 1982 Ennis was convicted on five felony counts of delivery of controlled substances. He was fined $1,000 on each count and was sentenced to seven years at the state penitentiary on each count, to be served concurrently...
