Harold Stueve appeals from a judgment following remand, entered on February 25, 1991, and from an order denying his motion to alter or amend the judgment. He contends that the district court erred in denying him interest, either in the form of pre-judgment interest or post-judgment interest which he sought alternatively on his award of statutory penalties.
