Plaintiffs are four members of the U.S. House of Representatives with oversight responsibility for the District of Columbia, who seek a declaratory judgment that a local statute, the Assault Weapon Manufacturing Strict Liability Act of 1990 ("the Liability Act"), D.C. Act. 8-289, is invalid for failure to comply with the Home Rule Act, D.C.Code § 1-201 et seq. The Home Rule Act provides that enactments of the D.C....
