On July 24, 1991, Defendants Little League Baseball, Inc. and its President and Chief Executive Officer Dr. Creighton J. Hale adopted the following policy regarding base coaching:

... (coach in wheel chair) may coach from the dugout, but cannot be in the coachers box. Little League must consider the safety of the youth playing the game, and they should not have the added concern...
