Roger and Ann Valles appeal the summary judgment rendered against them in their suit against the Texas Commission on Jail Standards and Robert Viterna, the Commission's Executive Director. Roger and Ann Valles are the parents of Michael Valles, who committed suicide in the Tom Green County Jail in San Angelo.
