On June 17, 1989, defendant, Peter Lahr, was driving east on Route 72 in unincorporated Kane County, approximately seven-tenths of one mile outside the village of Sleepy Hollow. At this time, Officer Beyer of the Sleepy Hollow. At this time, Officer Beyer of the Sleepy Hollow police department was conducting stationary radar surveillance near that location.
