INTRODUCTION

This case concerns the grant by the Commissioner of the Department of Natural Resources of preference rights to B.C. Longwith. Longwith was a "winner" of a parcel of land in the Potlatch Ponds land lottery, which was permanently enjoined in State v. Weidner, 684 P.2d 103 (Alaska 1984).
