Lieutenant Colonel Michael Aquino, formerly of the U.S. Army Reserves, filed suit under the Privacy Act of 1974, 5 U.S.C. § 552a (1988), against the Secretary of the Army seeking to amend an Army report of a criminal investigation about him and to recover damages caused by inaccuracies in the report.
