This matter comes before us for the second time. In our earlier disposition of this case, we reversed the district court's entry of summary judgment in favor of the defendant, and remanded the case for further proceedings consistent with that opinion. Bennett v. Tucker, 827 F.2d 63, 73 (7th Cir.1987). On remand, the district court again entered summary judgment in favor of the defendant on the grounds...
