The Voting Rights Act of 1964, 42 U.S.C. § 1973, et seq., prohibits any state or subdivision of a state from imposing or applying any "standard, practice or procedure with respect to voting which results in a denial or abridgment of the right of any citizen to vote on account of race or color." 42 U.S.C. § 1973.
