Jermaine Powell was seventeen when he was charged with and pled no contest to one count of trafficking in cocaine and two counts of unlawful sale or delivery of a controlled substance. Powell's case had been transferred to the circuit court for adult prosecution, but the sentencing judge elected to impose juvenile sanctions after review of the predisposition report (PDR).
