This lawsuit stems from disciplinary proceedings instituted against the plaintiff James M. Parker by the local bargaining unit of his union. In response to those proceedings, he brought this suit against five defendants: his co-worker who filed the grievance against him; three members of the committee which investigated her complaint; and the chair of the committee which tried Parker.
