In 1963, the Florida Legislature passed the special act that authorized Orange County to plan and zone. Ch. 63-1716, Laws of Fla. Included in this legislation was the authorization for the county to create the Board of Zoning Adjustment as an advisory body to the Board of County Commissioners (the "Board").
