Fort Bend County appeals the trial court's dismissal of its removal action against Dianne Wilson, the County Clerk of Fort Bend County, for alleged official misconduct and incompetency. The trial court granted appellee's motion to dismiss pursuant to Tex.Local Gov't Code Ann. § 87.001 (Vernon 1991).
