The government has filed a motion to dismiss the complaint. Two of the grounds for its motion have been corrected in a second amended complaint which plaintiff has sought leave to file and to which government counsel does not disagree. The second motion to amend is therefore GRANTED. The remaining basis for the requested dismissal is that the plaintiff, Thomas C. Endsley, who apparently was the only person lawfully authorized...
