In Moldovan v. State, 829 P.2d 481 (Colo. App.1991), the court of appeals reversed a summary judgment entered by the district court against the plaintiff, David J. Moldovan, and in favor of the defendants, the State of Colorado and the Colorado Department of Highways, on Moldovan's tort claim for injuries sustained when his motorcycle collided with a cow on a state highway....
