Petitioner sought a writ of habeas corpus under 28 U.S.C. § 2254 in the United States District Court for the Eastern District of Missouri. Pursuant to the recommendation of the Magistrate Judge,1 the district court2 dismissed the habeas petition with prejudice. We affirm.
