An officer of the Upson County Sheriff's Department stopped a car being driven by Mark Shannon after observing it cross the centerline of the roadway and operating without working taillights. When Shannon got out of the car, the officer noticed that he was unsteady on his feet, that his eyes were glassy, and that there was an odor of an alcoholic beverage about his person.
