BAKER, Justice.

In this administrative law case, the trial court set aside the Carrollton Civil Service Commission's decision to uphold the indefinite suspension of police officer Scott Steven Peters. The Commission contends that the trial court erred in concluding there was a conflict between the police regulation and the city administrative directive.
